Even inflatable pools require alarms and permits.

In most communities in New York State the small inflatable pools are illegal without a building permit. State regulations now mandate special alarms to be installed in all new pools to detect if somone has fallen in when not in use.
Always find out the rules, check with your local building code office.
The New York State Uniform Fire Prevention and Building code requires barriers (fencing) around swimming pools that contain certain levels of water. See all the rules at: http://www/dos/state/ny.us/code/pools.htm.
Additional costs may be incurred when installing a pool in order to comply with state or local laws regarding fencing, pool alarms and other safety requirements. Contact your local building code enforcement office for details and consult municipal codes and regulations for any further requirements.
